Private intervenor
(municipality with 5,000 or more inhab.)


A private intervenor is an elector or a group of electors planning to incur publicity expenses during an election period, without directly promoting or opposing a candidate or a party, to either make known his/its views on a matter of public interest or win support for such views, or to advocate abstention or the spoiling of ballots.

To obtain an authorization, it is necessary to complete and submit the appropriate form that is available in the “Forms and guides” section of the of the Chief Electoral Officer’s Web site.

For a municipal election, the form must be submitted to the returning officer of the municipality.

Elector or Group

When the private intervenor is a group, the members must designate a representative from the electors of the group.

A private intervenor cannot become a member of a political party during the election period.
